The role
When Encore is appointed to manage a new development, there is a huge amount to get right: agreements, budgets, site plans, utilities, insurance, health and safety, contractors, resident communications, systems, reporting, app set-up and much more.
As Mobilisation Manager, you’ll lead that process from appointment through to handover to the Estate Management team. You’ll act as the project manager for each new estate, coordinating internal teams, working with clients and third parties, and making sure every detail is properly captured, documented and followed through.
What you’ll be doing
You’ll be responsible for making sure every new estate is mobilised thoroughly, efficiently and to a consistently high standard.
That will include:
Managing the full set-up process for new estates, including developer-led schemes, RMCs and commercial clients.
Coordinating internal teams to ensure actions are completed on time and nothing falls between the cracks.
Carrying out site handovers, completing checklists, documenting snagging and securing client sign-off.
Maintaining clear mobilisation plans, status trackers and action logs for each estate.
Ensuring key documents are saved correctly and are easy to find in future.
Reporting clearly and regularly to clients and senior management.
Identifying risks early and taking action to keep mobilisations on track.
Supporting continuous improvement of our mobilisation processes.
You’ll also make sure the technical and operational foundations are right, including:
Management agreements and client obligations.
Site plans and managed-area mark-ups.
Asset registers and planned maintenance schedules.
M&E handover requirements, where needed.
Contractor scopes, quotations, approvals and appointments.
Budgets, apportionments and budget rationale.
Site staff arrangements, scopes of service and operational tools.
Utilities, meter information, broker notifications and recharging procedures.
Lease and transfer documentation requirements.
Insurance arrangements.
Health and safety, building safety and fire safety documentation.
App set-up, reporting requirements and key estate milestones.
Welcome packs, budget explanations and other resident or client communications.
You’ll also lead the transition into ongoing estate management, making sure the Estate Manager and wider team have everything they need to take over confidently.
What we’re looking for
We’re looking for someone with strong estate management knowledge and the ability to lead a detailed, cross-functional process from start to finish.
You’ll bring:
Estate management experience/block management experience
Experience of onboarding or mobilising new schemes.
Exposure to site teams, complex M&E, resident facilities and multi-party environments.
Strong project management skills and the ability to coordinate people across different teams.
Good budget management, financial control and cost-efficiency experience.
A strong understanding of building systems, maintenance requirements and estate operations.
Knowledge of leases, transfer documents, management companies and the legal framework around estate management.
A working understanding of relevant regulations, including Landlord & Tenant, RICS Code, TPI, health and safety, building safety, fire safety, CDM and IOSH considerations.
Experience managing contractors and client relationships.
Good IT skills, including Microsoft Excel, Word, Outlook and general systems confidence.
Experience using property management systems such as Qube, Dwellant or similar would be useful.

Please note, this role can be based from any of our offices in the South of the country around once per month. Our offices are in London, Cambridge, Peterborough or Sandhurst. You must be willing to travel to our mobilising sites at least once a week so a driving licence is essential.
The salary for this role is £35,000 - £40,000 dependent on experience.
